Listservs are special interest mailing lists you can subscribe to.  Some of them are moderated, meaning that someone decides what's posted to the entire group.  And some are unmoderated, which means that any one on the group can direct mail to the whole group. 

In any event, mail to a listserv address arrives in the mail box of each and every subscriber.  Listservs can be a great way to keep posted and participate in discussions about topics that interest you.   

To find a listserv you like, try looking on Catalyst, a catalog of listservs.  This Web site also gives you instructions for subscribing and unsubscribing.  Alternatively, use a search engine  to find a topic of interest and add the word listserv to your search.
